Streets and Drainage Equipment Operator

General Description of Duties

                Under the direction of the Streets and Drainage Supervisor, the purpose of the Streets and            Drainage Equipment Operator  is participating in the construction, repair, maintenance, and            replacement of the city’s streets and storm drainage systems.  An employee in this classification    is responsible for ensuring the safety and quality of the city’s transportation roadways and               efficiency of the storm drainage system.  The Streets and Drainage Equipment Operator is                responsible for operating various types of equipment that is used in the day-to-day tasks in the           streets and drainage department.  The Streets and Drainage Equipment Operator is expected to            work with a high level of independence and initiative, however, confers with the Streets and        Drainage Supervisor on matters involving out of the ordinary administrative or legal situations.

Job-specific Duties and Responsibilities

                The list of essential duties, as outlined herein, is intended to be representative with the job          classification.  It is not necessarily descriptive or inclusive of the duties that can be assigned to the Streets and Drainage Supervisor. The omission of an essential function does not preclude                 management from assigning duties not listed herein if such functions are a logical assignment to             the position.

  • Ensures the safe and productive use of equipment utilized in associated work.
  • Ensures all paperwork and assigned work orders are completed and turned in to the Streets and Drainage Supervisor.
  • Implements construction, maintenance, operation, and construction activities designed to provide quality sidewalks/curbing, streets, and drainage service for the City of Iowa Park.
  • Monitors detected deterioration, repair, and maintenance of road conditions.     1             
  • Ensures the location of gas, telephone, power, cable television, water, and wastewater utilities from the appropriate sources prior to excavation and informs crews of such locations to prevent damage to utilities and ensure assignment can be done safely.
  • Participates in complex sidewalk repair, snow removal, vegetation management, street maintenance, storm water drainage management, and other rights-of way maintenance projects.
  • Operates a variety of heavy equipment, construction equipment and tools; operates a variety of trade-specific tools and equipment required for the construction, maintenance, and repair of City streets, alleys, traffic control devices, and drainage control systems in the city.
  • Inspects and maintains assigned equipment and tools.
  • Evaluates completed projects and repairs to ensure all work performed adheres to established safety standards, building codes and regulations, and legal guidelines where applicable, regarding construction.
  • Must function in severe weather conditions and have the ability to respond to hazardous conditions and situations.  Must be able to carry-out mitigation efforts in emergency conditions and situations.
  • Performs manual labor tasks necessary to complete assigned tasks.
  • Performs any other duties or assignments given by the Streets and Drainage Supervisor or Public Works Director.

Non-Essential Job Duties:
                May be required to make deliveries and pick-ups for other departments. Ability to perform           manual labor tasks as necessary.  Ability to communicate with citizens, contractors, and                             employees. May be required to work on weekends or on-call as the necessity arises.  May be                  required to assist other departments in completing tasks such as vegetation management,                           vector control, water and wastewater  maintenance tasks, or any other assignment given to employee.

Physical and Environmental Conditions:
                Ability to sit, stand, and transport self from building to building.  Ability to sit , bend, stoop, lift,   and climb into small areas.  Ability to adapt to seasonal temperature and environmental     conditions.  May be exposed to potentially hazardous chemicals and materials while in the           performance of job duties.

Minimum Qualifications:

                Knowledge:       General knowledge of the methods, materials, and procedures used in repairs     to, maintaining, and operating the City’s Streets and Drainage Department.  Knowledge of   departmental procedures and policies.   Knowledge of the Federal, State, and local laws and      regulations relating to the maintenance and operation of the Streets and Drainage Department           and Facilities.

Skills:                    Must have the skill to communicate orally and in writing: skill in making simple arithmetic calculations: skill in driving and operating commercial vehicles, light trucks, and Heavy equipment: skill in operating a variety of equipment related to the job assignment and department.  Skill in the operation of specialized light and heavy equipment utilized in the construction, repair, and maintenance of the city’s streets and drainage system.

Abilities:             Ability to make judgements and decisions: Ability to plan and organize work assignments to accomplish the objectives of the department; ability to read and interpret construction plans; Ability to identify and correct potential safety hazards; Ability to communicate effectively with the public; Ability to establish and maintain an effective working relationship with all employees;; Ability to follow chain-of-command when dealing with departmental issues or personnel matters.

Education:          High School Diploma or GED

Experience:        Minimum 1 year of experience operating heavy equipment and commercial vehicles.  Minimum 1 year of experience preferred in the maintenance and construction of streets.

Licenses:             Texas Class A or B CDL.
